The initial aims of the engagement were to investigate the structural integrity of the canal embankment (acting as the town’s levee bank) with a view to determining the best options to upgrade the bank so that it could adequately provide flood protection. However, due to the Loss of Life assessment finding that no one would perish should a breach occur at the 1 in 100 year level, the focus of the engagement moved away from investigating “levee upgrade” options to accepting the consequences. Council would move away from a Flood Modification (Prevention) Strategy (i.e., Levee Bank construction) to a type of Response Modification (Consequence Management) Strategy instead. That is, the preparation of this Consequence Management Plan.
