Warringah Council, under the direction of\nthis Committee, previously commissioned the Flood Study (WMA, 2006) and have now\ncommission Cardno Lawson Treloar to concurrently undertake the Floodplain Risk\nManagement Study and Floodplain Risk Management Plan. To develop the Plan, the\nfindings of the Floodplain Risk Management Study (Cardno Lawson Treloar, 2007a) were\nextensively utilised.\n\nStudy Purpose\n\nThe purpose of this plan is to:\n<ul>\n<li>reduce the flood hazard and risk to people and property in the existing community\nand to ensure future development is controlled in a manner consistent with the\nflood hazard and risk;</li>\n<li>reduce private and public losses due to flooding;</li>\n<li>where possible, protect and enhance the creek and floodplain environment;</li>\n<li>be consistent with the objectives of relevant state policies, in particular, the\nGovernment\u2019s Flood Prone Lands and State Rivers and Estuaries Policies and\nsatisfy the objectives and requirements of the Environmental Planning and\nAssessment Act 1979;</li>\n<li>ensure that the floodplain management plan is fully integrated with Council's\nexisting corporate, business and strategic plans, existing and proposed planning\nproposals, meets Councils obligations under relevant Acts and has the support of\nthe local community;</li>\n<li>ensure that the floodplain management plan is fully integrated with the flood\nresponse procedure and other relevant catchment management plans; and</li>\n<li>establish a program for implementation and a mechanism for the funding of the\nplan and should include priorities, staging, funding, responsibilities, constraints and\nmonitoring.</li>\n</ul>\n\nRelated Plans of Management and Strategies\n\nThere are a wide range of related plans of management and strategies that have been\nconsidered during the preparation of this plan. These include:\n<ul>\n<li>The Warringah Council Creek Management Strategy (MWH, 2004);</li>\n<li>Warringah Development Control Plan (2005);</li>\n<li>Sydney Regional Environment Plan No. 21 \u2013 Warringah Urban Release Areas;</li>\n<li>Warringah Council Local Environmental Plan (LEP) 2000; and</li>\n<li>Manly, Warringah and Pittwater DISPLAN (2004).</li>\n</ul>\n\nCommunity Consultation\n\nCommunity consultation was undertaken as part of the preparation of the South Creek\nFloodplain Risk Management Study (Cardno Lawson Treloar, 2007a) through a resident\nsurvey in June 2007 on possible floodplain management options.\n\nBoth the Floodplain Risk Management Study and the Floodplain Risk Management Plan\nhave been publicly exhibited concurrently during October and November 2007. Community\ncomments were received via written submissions and the returned feedback forms\nprovided during the public exhibition period.\n\nThe responses received during both consultation periods have been incorporated into the\nfinal documents.\n\nPlan Outline\n\nThis Plan covers the following details:\n<ul>\n<li>Summary of catchment characteristics (<strong>Section 2</strong>);</li>\n<li>Description of the existing flood behaviour and impacts (<strong>Section 3</strong>);</li>\n<li>Summary of flood modification actions for implementation (<strong>Section 4</strong>);</li>\n<li>Summary of property modification actions for implementation (<strong>Section 5</strong>);</li>\n<li>Summary of emergency response modification actions for implementation (<strong>Section 6</strong>);</li>\n<li>Summary of bank management action for implementation (<strong>Section 7</strong>);
