The program commenced in May 1998 and includes sites inside and outside of selected marine protected areas. There are over 100 sites established between Merri Marine Sanctuary in the west to Cape Howe in the east . The methods use standardised Edgar-Barrett underwater visual census methods to quantify: abundance and size of mobile fishes and cephalopods; abundance and size of megafaunal invertebrates; and points-cover of seaweeds and seagrasses. The program also uses stereo video (DOVS) for fish abundance and size measurements and collects data on string kelp Macrocystis pyrifera density and sea urchin barrens.
