In most instances it includes roads and watercourses. The Planning Scheme was prepared in accordance with the requirements of the repealed Integrated Planning Act 1997 (IPA) and the Department of Local Government and Planning guidelines and scheme template.\r\n\r\nCouncil adopted the Consolidated Planning Scheme (including all amendments to the 2004 Ipswich Planning Scheme) on 14 December 2005, and took effect (ie commencement date) on 23 January 2006.\r\n\r\nThe Planning Scheme divides the Ipswich Local Government Area into 8 localities-\r\n\r\nUrban Areas\r\n\r\n\r\nCity Centre\r\n\r\n\r\nRegionally Significant Business Enterprise and Industry Areas\r\n\r\n\r\nAmberley\r\n\r\n\r\nRosewood\r\n\r\n\r\nTownship Areas\r\n\r\n\r\nRural Areas, and\r\n\r\n\r\nSpringfield.\r\n\r\n\r\nEach locality is further divided into Zones and in some cases, Sub Areas and Precincts. The planning scheme also provides a secondary organisational layer called Overlays, which are based on special attributes of land that need to be protected, or that may constrain development. There are two types of overlays - character places overlays and development constraints overlays.\r\n\r\nThe Planning Scheme uses the concepts of Overall Outcomes, Specific Outcomes, Probable Solutions and Acceptable Solutions for a zone, overlay or code.\r\n\r\nOverall Outcomes are essentially the overall purpose or intent statements.
