Could you please confirm the license for this data is CC-BY 2.5 as stated, since the other Commonwealth Electoral Boundary data license was not correct?

The ODBL is aimed at databases; and the content (ie: this) is intended to be licensed under other mechanisms.
So long as via openstreetmap you can provide the necessary attribution and link to the CC-BY-SA license; you should be fine.

This is not the most up-to-date boundary. The current (http://data.gov.au/dataset/commonwealth-electoral-boundaries) is not available under an open license. Unless there is a disclaimer that out of date data is being used, I would not recommend it. Legally, it is OK.
